This procedure will allow Web sites to automatically prompt you when
downloading files and software (bypassing the Information Bar).

  1. Open Internet Explorer.
  2. On the Tools menu, click Internet Options.
  3. On the Security tab, click Custom Level.
  4. Do one or both of the following:

    a. To turn off the Information Bar for file downloads, in the Downloads
section of the list, under Automatic prompting for file downloads, click
Enable.
    b. To turn off the Information Bar for ActiveX controls, in the ActiveX
controls and plug-ins section of the list, under Automatic prompting for
ActiveX controls, click Enable.

I can access the download file option, but I have to do it every time I open
the page. I want to stop it completely so I can download freely each time.
My popup blocker is off, so what could be suddenly causing it?

That's not true.  All  you have to do is press alt N to access the
information bar in service pace 2.
Then press the space bar and you can arrow down to the options on the
context menu such as download file.

This happens now with later versions of Internet Explorer,
particularly in Windows XP systems with Service Pack 2 installed. It
has to do with the pop-up blocking feature, which on those systems is
enabled by default. Unfortunately, other than using the JAWS cursor
to manipulate it, your only option is to turn it off.
