This happens now with later versions of Internet Explorer,
particularly in Windows XP systems with Service Pack 2 installed. It
has to do with the pop-up blocking feature, which on those systems is
enabled by default. Unfortunately, other than using the JAWS cursor
to manipulate it, your only option is to turn it off.

When I click with the JAWS curser, I have the option to download the files, and I can, but if I close the webpage, I get the same message again when I reopen it. Any ideas what's wrong, and how to fix it?
