You can't.  Well that is unless Microsoft Exchange Server is installed and
you are using it on the corporate network, so you have to use an external
application to work with the news, most typically Outlook Express.
There is a way to add "news" to the menu but it just bring up Outlook
Express as the newsgroup reader.
