how is the bible reference written? If it has a hyphen, then you set jaws to say numbers in pairs and the uncheck the box that says if the number has a hyphen in it. I wrote a reference in notepad like John 3-17 and made it say John three seventeen.I just saved the nodepad config to test it, but I know that maybe someone will write when a better answer.

I've tried to change the way numbers are spoken with JAWS 11.  But, I must
be missing something.
For example, when I'm looking at a Bible reference, for Bible reading, JAWS 
says John 3 1 7, instead of 3 17.  The last number is always spoken as
single digits.  How do I correct this?
