I hope someone can contradict me; however, I've met with a big fat zero when it comes to accessibility and Google Docs. There is a very nice accessibility discussion in the help section of Google Docs, and very specific directions are given as to how the menus may be accessed -- using the escape key. FireFox is recommended. The problem is that none of the suggestions or instructions in the help section worked. I despaired of working with Google Docs entirely. There is a keystroke to download to MS Office equivalent files, and this sort of works, but that is as good as it is going to get. I was so frustrated trying to use JAWS that I called technical support at GW Micro (I still have an active license for Window Eyes). I got a "No Dice" answer. You cannot use Google Docs with a screen reader is what I was told. I then tried System Access. Technical support laughed when I mentioned Google Docs. At least for some, Google is the chief sinner when it comes to accessibility. Well, that's my story.
