By and large, DecTalk's pronunciation rules are very, very primitive
compared to just about anything else out there. This is simply the way it
is, as the basic algorithm behind DecTalk hasn't really been changed since
the early eighties. The voice itself has a bit more of a human
characteristic than most synths, but the reality is we're dealing with
pronunciation rules that date back before the Echo and the Apple IIe.
