Very strange.  Mine adds a bullet after each use of the ENTER key.
I've noticed that, sometimes when using styles, Word thinks the next style
after the carriage return should be Body Text (or something else). It never
fails, however, to start typing the next point, control left arrow back to
the beginning of the word, and then hit ENTER. Then, Word thinks that both
the previous style and the next should be the same.  I've never tried this
with bulleted lists, but I think it is worth a try. So, you might type out
your first two points and then go back and put in the carriage returns
afterward.  I guarantee that will work with styles.  I'm just not certain
with bulleted lists.
As mentioned in my original post, the best way to do this is not through
direct formatting, but rather, through styles.
You may already have a "List Bullet" style available, and I would try that.
Type in the text you want as the first bullet point.  Then, press control
plus shift plus S.  This will put you in the list of styles.  You can use
first letter navigation to get to the style you want.  So, press "L" and
arrow down.  If you have "List Bullet" as a style, you are in luck.  Apply
the style, and you are set.  OK.  You apply the style by pressing enter.
"List Bullet" is a default Microsoft style.  So, you should have it;
however, if you work for a company that thinks it has to brain-damage
applications (and it seems like the IT departments in all large law firms do
this), you may not have List Bullet as a style.
So, here is a pretty easy way to create a style.
1.  Go to Format with Alt plus O;
2.  Arrow down to Styles and Formatting and hit ENTER;
3.  Tab over to "Create new Style" and hit ENTER
4. You should probably base the style on "Normal" unless you know there is another style with the indenting you want. Name your style in the edit box.
5.  There are a number of options available, but I will just focus on
getting you bullets.  So, press shift plus tad until you come to the
"Format" button.  Then press ENTER;
6. Arrow down to bullets and numbering, press ENTER, and then press Control
plus Tab until you come to Bulleted lists;
7.  Pick the bulleting you want, and tab to OK a couple of times, and you
are finished.
BTW:
A. Be sure to name your new style something easy to remember and something
easy to reach with first letter navigation;
B. When you've finished above, be sure to go to View Menu (Alt plus V) and
turn off the Task Pane;
C.  Save this file as a .dat file (That's an option in the save menu), and
the next time you want something that has a bulleted list, use this template as a starting point. Whenever you want a bulleted list, just press control
plus shift plus S, navigate to your List Bullet Style, and hit ENTER.
You will have bullets until you change styles back to something else.
Probably more than you wanted, but the above is guaranteed to work. I truly
hope you have the default List Bullet style.  Makes things much easier.
Also, it is too bad many trainers on MS Word do not train people properly,
insisting on using WordPerfect style direct formatting instead of the native
style-based formatting, which was built into Word initially -- direct
formatting being a competition-based afterthought.

I originally did this, which is what I thought I recalled, but MS word only puts the bullet at the first item, and doesn't continue it down through the
rest of the list.

That's why I thought I was missing a step somewhere.

Any more thoughts?

In MS Word, there are always at least three ways to do things. The best way
is to use styles, but if you just want an on-the-fly bulleted list, go to
format (Alt plus O).
Then, arrow down until you encounter "Bullets and Numbering."
Press Enter.  You can accept the default bulleting scheme, or you can
customize. The dialog box lets you specify the distance to be indented, the
tab after the bullet, and the hanging indent distance.
