It does for me.

1. Go to Windows Explorer and find the file or program you wish to launch 
via a shortcut key.
2. While highlighted, press the Apps key or right click the file and arrow 
down to Send To... choose "Save As a Short Cut in Desktop"
3. Go to Desktop and I usually will rename the icon as it will usually 
lable the icon as "Short Cut to MS Word" and not just MS Word or the like. 
Renaming it now prevents a shortcut to fail later if you rename it then. 
So  while on the icon press F2 and rename the shortcut icon and hit enter.
4. While on the shortcut Icon, press ALT Enter and go to properties and to 
the shortcut tab and then tab down to the shortcut area and set what you 
wish and press enter and you are done.
