No, there are no other access  programs and the keyboard is fine.

I really do believe this is a JFW artifact, considering that several others
have noted this problem as well.

The only other thing I can suggest is to make sure this key is, indeed,
completely "physically" up on the computer keyboard. I do, however, highly
recommend experimenting more with the sticky keys settings, because I am
certain that there could be no other way that this could occur-JAWS does not
have any such ting built in to it.
The only other question I have is this: are there other accessibility
programs, or other screen readers, installed on the computer?

Grant,

The control key sticking issue isn't related to the sticky keys feature of
Win
XP accessibility.  This occurs when sticky keys is not functioning.

I am certain of this as i've went into the sticky keys feature under the
keyboard tab and disabled it.

As I said guys, sticky keys is something that comes with Windows, and it is
put there for people who can't press more than one or two keys at the same
time. You can turn this feature off by going into the control panel and
choosing accessibility.

I've had it where the shift and insert keys stick. Sometimes, hitting the
key releases it, but not always and the only way to fix it is to restart. I
don't know if this has anything to do with it, but it got real bad after
installing dvd playing software.
