Christian, If you mean that wile arrowing up/down a page with your virtual cursor or JAWS cursor, then I do not think you can prevent it. Why not just use single-key navigation commands to jump from one non-link line or paragraph to the next? Use Insert+1 the next time you're on a web page, and then press various letter keys and shifted letter keys to see all the commands you have available.
