Christian,
If you mean that wile arrowing up/down a page with your virtual cursor or
JAWS cursor, then I do not think you can prevent it.
Why not just use single-key navigation commands to jump from one non-link
line or paragraph to the next?
Use Insert+1 the next time you're on a web page, and then press various
letter keys and shifted letter keys to see all the commands you have
available.

When browsing a webpge and if there are blank lines, it is possible to set
it so that blank lines are skipped?
Have looked in the JAWS verbocity options, but haven't found a such option.
