I have also had a real time with this menu bar. Going into view didn't help it
from cropping up again when reloading word or opening new documents. Finally, I
had to write scripts to detect its presence and clear it each time a document
screen appears.

It could also be other bars that may be turned on and off under the view
menu. I know that the control and review menus cana
do this.

If it's the task pain, you can turn it off under view.
