I sincerely believe that you cannot make it permanent with current versions of 
JAWS. I still vaguely recall that in a previous life, JAWS could make it "ding" 
permanently. If you have the wherewithal to try running some older versions 
(perhaps 6 or 7) you might find that one of these does what you want. However 
if so you are taking quite a step back in terms of functionality in other 
applications.

      Press insert-v for the adjust JAWS options dialog and arrow down. On my 
system, it's the fourth item. Press spacebar to have JAWS produce a sound at 
the top and bottom edges, then press enter to preserve your  choice.
