Matt,

Yes, that's the way I launch in all the time. Very convenient. Also 
Windows+R for the Run dialog, Windows+M to Minimize all open windows, 
Windows+F for the find dialog, and of course Windows+U for the Utility 
Manager and Narrator.

Alternatively, windows key plus e will take you to windows explorer in all
flavors of windows.

You will generally find Windows Explorer under Programs from the Start menu.
