    Debbie Scales posted  how to turn off this feature if you don't
want to hear it:

as for block quote if you don't want to hear that,
press insert six for the configuration manager, then press control
shift D
for the default file.
Press alt S for set options.
Press H for HTML options.
Tab and uncheck indicate block quotations.
Enter to leave the dialog, then press alt f4 and enter on yes to save
your
changes.
