The Enriched Links paper is an unpublished work by Gary Geisler. You can 
access it at http://www.ils.unc.edu/~geisg/info/elinks-uu.pdf

I've also had a research paper about Audio Enriched Links accepted at 
the 2004 ACM conference on assistive technologies. You might find it of 
interest as it has more references to other work on both visual and 
non-visual web page previews. You can access the paper at 
http://www.cs.unc.edu/~parente/ael/AEL.pdf

I'm not familar with any web browsing agent that gives users previews of 
linked pages. Of course, the capability exists in any web browser to do 
it (you just have to fetch the next page ahead of time and summarize it) 
but I don't know of any browser that does it yet. If you happen to 
remember what browser you're talking about, I'd be happy to hear about it.
