Attachments in Outlook with JAWS

I cannot seem to read the attachments in Outlook. In the JAWS key
command information it says to use insert A to open an attachment box.
Then it says to use insert, shift A to open a single attachmentt. When
I do this, a box opens with the attachment in it. I then do the insert,
shift, A and JAWS reads out the word attachment.
I can find the attachment with the JAWS cursor, but cannot get it to
open that way either.
I asked a sighted person to try to click on it and it opened up NotePad
with nothing in it. this happened on several different attachments and
the attachments are there.
I looked in the tools, options, security screen and it had no area to
check that is blocking attachments for any reason.
What am I doing rong?
