It should happen whenever there are a list of attachments in the message.
At times, we are told that there is an attachment when there is not and if
there is only one attachment, there is no list so it lands on the only
attachment there is.

Why is it that sometimes JAWS will say "Attachment collection not found"
when I press Insert-A, sometimes it will say, "1 attachment" and sometimes,
it will bring me into a list of attachments I can open by pressing enter.
This last behavior is preferable; how do I make it happen all the time?
