yes, it is happen to me also. what i always do is, close IE or Outlook Express
and re-open it, then the "pc" cursor will work. but
is true, its really annoying!!!
what make me feel strange is, this only happen to jaws 7.10 and 7.0 works fine.

Can't help you Mark but JAWS (the PC cursor) sometimes stops talking when I
open an email in Outlook Express & only the JAWS cursor will read it. I have
to unload JAWS & then bring it back to get the PC to read again. I believe
it's a resources problem that JAWS has had for a long time.
