An annoying Inconsistancy

To use my own home page as an example, again:
http://members.cox.net/dsleslie2
if you use the H command to search for the first heading on the page, JAWS says:
Browse Ãe Ol' Philosophie Shoppe, heading level 2. But, if you cursor up and down with the arrow keys, it says: Heading level 2, Browse Ãe Ol' Philosophie Shoppe. Is there any way to control this, or is it yet another instance of "programming by committee?"
