In what program are you describing this problem and these actions?  internet 
Explorer?

Hi Tracy,
Press Alt V to bring up the View menu pull-down.
The first menu option is Toolbars.
Press Enter to open the sub menu.
Press down arrow to get to Address.  It will be unchecked.
Press Enter to activate it.
You will have your address bar back.
