Accessible Video DVD Creator

I'm putting a montage of photos (jpg files) into a "slide show" with music
about 1.5 hours in length. I want to make this a DVD that can be viewed on a
standard television monitor -- not restricted to viewing on a computer.
Windows Movie Maker seems to be okay, but I'm having trouble using it and it
doesn't appear to write to a DVD, only to a VCD.
Any recommendations of video editing software that works well for us?
