Hi Joe,

If you wish to permanently change the voice speed and do so globally, press 
JawsKey+j.  This will give you the Jaws menu.  Press enter on Options, 
cursor down to voices and then cursor right to global settings and press 
enter.

Ensure that "Default" is checked then tab once to "Rate" and use either the 
cursor keys to set the speed you want or page up and down to change the 
speed in larger steps.

When you are happy with the speed, tab to the OK button and press enter.

This should now be permanent.
