I think that the application to which you refer, is PW webspeak.

This is still available for download from:
http://www.soundlinks.com/pwgen.htm

I haven't tried the latest version so can't comment on it's suitability.

        Hi, sorry if this is off topic. There used to be a free speech 
programme that gave access to the internet called something like PCWEB I think. 
Does anyone
    have any expereinces/suggestions of freeware that can allow blind people to 
access the internet?
