That is the same as in JAWS17 but I didn't get there this morning.
My preference is for Always Up so that you know where the cursor is.
Even in JAWS17 I can't find the option using the search feature.

in order to change the state of the blinking cursor you must go to setings
center-insert+6 in the number row.
launch the default application file by pressing ctrl+shift+d.
go to braille and open the treeview with right arrow.
go to cursor and open it.
then, go to pc cursor and open it.
you have there 3 modes of the blinking cursor, you must choose the option that
says cursor is always down. save the changes.
