  Click borders and shading on the format menu.

  click page tab borders.select option that you want.

  Then apply and click ok.

  I think this is right way of doing this. if not some else will give you the 
right info.

  Is it possible to create a cover sheet for a document in Word 2003? I 
remember doing this before in Word 2007, but can't for the life of me find the
