Hi Kevin,
I tried your new link using Jaws10 and employing Ambro's solution of
alt+downarrow.
This works but each time you press the tab key to exit a combo box, the
screen refreshes and you need to navigate through the fields again from
the top.
This is a common failing with combo boxes however it does not have to be
written in that way.
In fact, the whole page fails any sort of accessibility compliance so a
note to the authority who have a duty to make their site accessible and
usable might not go amiss.
