I can say that I use norton and MSN and neither of them try to connect at 
startup.  I think one of the reasons could be spyware and you should run 
something like spybot to see if you have any.

  I may be able to help you with 1 and 3.
  1. You have a program in your startup list that wants to dial the internet. 
MSN is common, but it may well be Norton. You could check Norton's preferences, 
and see if there is something there that tells it to connect at start up. Or 
from the Run command on your Start menu type msconfig and hit enter. This gives 
u a window with a number of tabs, the last of which (I think) is start up. You 
can check and uncheck boxes there to enable or disable. It's a handy place to 
find spyware prgrams as well. But don't fiddle too much unless you are sure 
about the programs there.
  3. It appears W98 doesn't know what program to use for the email address so 
you are getting a list of programs to Open with. If it happens again go through 
the list and check Outlook Express. All emails should then open with this. Is 
Outlook Express designated as your default email program. Do that in Tools 
Options general tab.
