Hi. The Stationery Office is indeed a private company, created when the publishing arm of Her Majesty's Stationery Office was privatised in 1996. But it does publish many official documents. To quote Wikipedia briefly: " TSO is the official publisher and the distributor for legislation, command and house papers, select committee reports, Hansard, ..."
For that reason, I am somewhat surprised at the inaccessibility of this practice test site, so I would suggest reporting it via fixtheweb.net.

Some points to note: It's not the "official" test. http://www.ukcitizenshiptest.co.uk/ is registered to a private company (see details below). It doesn't claim to be the official UK citizenship test, what it says is: "Life in the United Kingdom Official Practice Citizenship Test" Also, words and phrases like "practise", "resembles" and "not actual test questions" give the game away, and interesting to note there's no "about us" anywhere on the site, either. So I'm not sure how this indicates the willingness of "the UK" to accept disabled people?
