I understand now, I'm using the Classic Start menu, not the one that comes
as standard with XP. I changed to the other one and found the "Pin to Start
menu" option, but the Classic Start menu doesn't have the option. Perhaps
someone else could explain how to do it using the Classic Start menu.

I tend to go the long way round when doing things, so there might be an easier way someone can tell you. Here is how I add a program to my Start Menue:
Move through your Program Menue until you are positioned on the program you want to add to the Start menue. Press the Applications Key and Up Arrow until you come to Pin To Start Menue. Press Enter and job done.
