Jaws 9 won't work with IE8, so forget that one.
Can't you just flip the windows over using alt-tab?
I've never heard of a "always on top" setting for Jaws.

one:
maximize the current foreground; since that what's JAWS ever  prefers.
two:
update your Internet explorer to version Eight for superior performance.
three:
repair JAWS to desexualise some erroneous may tend to occur.
