Dear Terry and list:
Try going into the Skype options menus, alt T for the tools menu
then p for options and check if global hot keys are on. If
they're not, turn them on by pressing space bar then after you
have changed the settings to your liking, save your changes and
try Skype again.
I believe the default for global hot keys is off.
