Hi Keith, I'm hazy about Outlook 2000, but hopefully Outlook 2003 won't be too far removed. In Outlook's "Actions" menu, there's a "Junk E-mail" item, click on that, and select "Junk E-mail Options". Navigate to the "Blocked Senders" tab, and hopefully you will be able to find your friend's address listed. Highlight it and click on the Remove or Delete button.
