It is always worth having a look at the sound settings.  We discovered
fairly early on with VISTA that some settings such as bass boost and
stereo enhancement caused unnecessary latency and other problems with
speech.  This Is what may explain the problem occurring on a new
machine.  If you turn off this extra processing you may find this
resolves your problem.
