Just a few guesses: Is Jaws the Pro version if you're using XP Pro?
Maybe the screen resolution is in a Jaws unfriendly setting. Presumably
that's not the sort of thing you could change in a public library.

Subject: [jaws-uk] JAWS 6.0 continuous read
Hello All,
I am using JAWS 6.0 with windows XP pro and microsoft
word 2000 in a public library.
The problem is when I press JAWS key num 2 a
continuous read in word it is only reading the first
line but if arrow down and then press JAWS numpad 2
dubbal tapped it will do a continuous read but when it
is doing it it is skipping past lines of text on the
page.
Why is that?
Has any one had this problem?
If so what can I do to do a continuous read without
getting that problem?
