As far as Internet Explorer I understand if you are using the XP operating
system you cannot go any higher than IE 8, If you run windows 7 then you can
progress to IE 9 etc.
I use on my PC a bundle of programs which you can download free at this link

This offers podcasts to download and listen to as well as radio and tv, you
need to be sure to have the adobe flash player installed but it prompts you
for this as I recall, Hope this might help.
