Haven't tried it.  Don't know accessibility.  But if you're bothered by 
these things you could give it a try.

There is a program called Explorer XP at www.explorerxp.com.  It is FREE 
and
can be used instead of  the windows explorer. It is much more versatile 
too.
You can bulk rename files easily without typing any commands.  It will
remove all %20 these %20 nasty percent 20's that are code for a space at
your command.  It is a really great little program.
