Oh Dear!  They are just images of the pages no actual content there that JAWS 
could read, this is style over content and not accessible to boot.  If the 
ConDem Government are so strapped for cash why did they spend money tarting 
this thing up when they could have knocked out a regular PDF with less trouble 
and probably expense.  A note to the webmaster would be a good idea.
