if it is outlook express, there is an option to stop Outlook Express 
allowing certain kinds of files in case they are viruses.

From the inbox, (not in a message) go to tools menue with alt t and choose 
options.  arrowing up is probably the quickest way.  You will be in a 
multitab dialob box.  Press control tab 7 times or until you get to the 
security tab.  Press tab until you get to a check box called something like 
do not allow attachments that could be a virus.  this box needs to be 
unchecked so press spacebar until it is unchecked.  Press tab until you get 
to the OK button and press enter.

Are you sure they didn't forget to attach the document?

The other way of accessing attachments if they are there is by pressing
shift tab till it says attachments and then pressing enter to open it. If
JAWS says subject, it means it's gone past where the attachment would be to
the subject heading, so if it says that without saying attachments first
when you shift tab, you'll know they did forget to send the document.
