for:
frames are no longer the access barrier they once were for screenreaders infact 
as the big ones can use them as a navigation aid they are in some instances a 
benefit

against:
inline frames are oft used to deliver adverts or other annoying distractions so 
where possible screenreader users may set them to be ignored, for example I do 
this in JFW on a number of sites.  obviously if this happens then the user 
either won't know there is a form on the page, or will be confused by their 
inability to find the form they expected to be there.

issues other than for screenreader users though such as frames and mobile 
devices for example.
