hiat this point.. the iyo power supply is PRIME SUSPECT. this ethernet misbehaviour is one of the earlier symptoms of a psu well out of spec.

Also Ping ing the Iyo from the ARMini via the router returns Host is down - whilst Armini is still connected to the internet.
