No it's not Geminus, Geminus does seem to mess with the restart procedure. It would be nice to fix that. There is a basic prog called MMCSpeed in Predesk that causes the error when there is no CDROM.
If it has got a !Run Obey file of it's own, there is your opportunity to do the check in that file.
Perhaps it could be changed to first check CDROMDrives is not 0 before it runs.
If there is no !Run file for MMCSpeed, you might put MMCSpeed into a directory of it's own and add a !Run file that does the checking and executes MMCSpeed only if CDROMDrives us > 0.
