It may well be, BUT please remember.. IYO PSUs as originally supplied were very good at regulating to 5.06v.  ANY droop from here indicates that the PSU is nolonger regulating correctly.

Repeat: No Longer Regulating Correctly.

Please, Please, Please stop muddying the waters on this.

Summary: If an IYO PSU (at least as originally supplied) shows a +5v line at less than 5v, then the PSU has STOPPED REGULATING CORRECTLY and MUST be replaced to ensure correct operation ff the IYO.
