I'm not sure which version of RO5 introduced this behaviour, but it is fairly new.

Note that this applies to single files. With multiple files selected (which could have various access statuses) the buttons have always displayed in this way.

Any news of a fix for this? I've just discovered it myself in my copy of 5.12.
