There are *no* USB pens that are SCSI based (which means your statement is trivially true, but pointless). Perhaps what you wanted to say is that not all USB pens use one of the standard protocols that the Iyonix understands (though IME if you choose one that does not need a Windows driver you have to be very unlucky to pick one that fails to work on the Iyonix). For technical reasons the OS module that interprets that protocol happens to be the SCSI module, but that does not mean that any USB pen has even the slightest connection with SCSI.
