When you use RSA auth, Windows creds are secondary and used only for delegation.
Therefore, no Windows PW manglement is offered.

Hi,

Does anyone know why this configuration disables the use of form based password 
management?

Surely, if you are collecting RSA and Windows credentials in the same form, 
there is no reason why you shouldn't be able to manage your Windows password?
