Hmmm. might it be because the FTP filter is trying to look into the
encrypted traffic?  Are you trying to SSL out or in?  If in, you may need to
set up a FTPSSL listener like an HTTPS listener?

 

Have you tried playing with SFTP, which is essentially FTP over SSH (tcp
22)?

I've determined that it's the FTP filter that's getting in the way. If I
disable the FTP filter in ISA, then I can connect to the site. However, I
can't connect to any "normal" FTP site while that filter is disabled.
