did you check the event logs?
It's possible (even likely) that a COM call to it would restart it.

Jim,

I basically killed it.  This is the process I debug to debug ISAPI Filters
that I am writing.  I notice if I am debugging in VS and attach to this
process, then stop it (i.e. kill it) it will restart.

Wspsrv is not "the ISA 2004 process"; it's one service operating in
conjunction with other "ISA 2004 processes".
Exactly what method did you use to stop the service and what applications
were open when you did it?
What events are found in the application and system event logs?

ISAList:

I have a question on the same line: I notice if I kill the ISA 2004 process
(wspsrv.exe) that "something" restarts the service.  Which is sometimes not
what I want.  In IIS I know this is iisreset and I can issue an "iisreset
/disable" to stop the restarting of the inetinfo.exe process.  Which service
is monitoring wspsrv.exe and automatically restarting it?  can I disable
this without stopping that service and loosing it's other functionality.

the service is up. 
All I was wondering to see if the machine itself becomes open to worms out

No; if the ISA service fail, ISA goes into "network brick" mode.
Nothing comes in or goes out.

Maybe I didn't explain properly. As ISA goes down, well automatically packet
forwarding and filtering becomes disabled and makes the connection between
machine network cards dead which is a good thing. 
But what will happen to the ISA machine which is still having a live IP
address with a failed firewall protection on it? I believe that is a mess,
right?

Hello
I am concerned if something goes wrong and I don't get access to machine. As
an example if firewalls service goes done for any reason, what will happen
to connection? Is it going to cut all connections or it becomes an
unprotected connection? 
When you install ISA it automatically disabled windows built in firewall I
have. So in that case if something goes wrong then the internet faced
network card becomes unprotected, right?
