user experience no internet connection for a minute or so........

I have had users complain that while browsing the web, they lose
connectivity to the Internet for around a minute or so and then it comes
back on again. It doesnt happen often, but it is annoying. While it is
down, they cant ping the gateway or the ISA Server. So it is relating to
the ISA Server.
Any ideas why this is happening?
