Sorry - ISA doesn't choose the dial-up numbers, the dial-up manager
does.
There's nothing ISA can do for you here...

Examine your dial-up adapter properties - you should be able to enter
alternate numbers there.

Iam haveing this senario, 

one ISA server on my office with 6 clients winxp-Pro SP1. 

the ISA server is configured to use Dialup to connect to my ISP, and all
of 
my users configured to use Firewall Client. 

sometimes, i have a problem with the My ISP, the Telephone line
sometimes is 
Disconnect and the users called me and asking why the internet is  not 
working?

the solution which i made in ISA server is Make the ( Dialup connection
) in 
ISA server always Active. and from the IE, i made ( Always Dial my
Default 
connection ). 

so when ever the Telephone line is disconnect, i found that the ISA
server 
is 
Automatically Redial agian the Same Telephone number and the connect
return 
back agian .

This is Not my question , my question is , i have here 8 Telephone
numbers 
for 8  ISP, i want to configure the ISA server with the following :-

when ISP Telephone line disconnect ( For example ISP No 1 ) , i want to
tell 
the ISA server to redial agian the same number for the ISP No 1 & if its
Not 
answer or busy, I want the ISA server to call the Second ISP and to try.

and to work like that until one ISP is Responding and connect. 

IS there any IDEA on how to do that on ISA server 2000? Please help.

( Please Note , ISA Server which i have in MY Office is Enterprise
Edition, 
and the server which i have is Windows Advanced server 2000 with SP3 ).

Please Advice me .
