That depends on how the upstream proxy does its job:
Have you verified the IP / port for the upstream proxy?
Can your ISA get to the web without the proxy (alternate route)?

The Web Proxy service detected that the upstream proxy
'proxy.lancsngfl.ac.uk' is now available. If you were able to work around
the upstream proxy server, no further action is necessary. If you changed
the configuration of the primary route to the upstream ISA Server, you might
want to change it back.


Does it matter if the upstream proxy is not an ISA server?
